Evidence-based advisory services for governments, regulators, and international bodies navigating complex energy and resource governance challenges.
Research without application is an opportunity missed. CENRRC bridges the gap between rigorous scholarship and real-world decision-making through systematic, structured policy engagement. We work with governments, regional bodies, parliaments, regulators, and international agencies to co-design solutions that are technically sound, politically feasible, administratively implementable, and socially inclusive.
Our policy engagement is guided by principles of independence, evidence-fidelity, and long-term relationship-building. We do not advocate for predetermined outcomes; we advocate for better information, more inclusive processes, and more effective institutions.

We provide direct technical assistance to ministries of energy, environment, mining, and finance across multiple countries. Our advisory engagements are tailored to the specific legal, institutional, and political context of each client. Services include:
Our team conducts rigorous ex ante and ex post regulatory impact assessments (RIAs), evaluating the economic, environmental, social, and governance effects of proposed or existing regulations. We employ a mixed-methods approach combining comparative case studies, stakeholder analysis, and quantitative modelling to identify best-fit regulatory options for specific country contexts.
We design and facilitate multi-stakeholder dialogue processes that bring together government officials, industry representatives, civil society organisations, local communities, and technical experts. These processes are carefully structured to build consensus around contested issues, surface hidden trade-offs, improve policy legitimacy, and generate durable social contracts around energy and resource decisions.
Our open-access library of policy briefs, parliamentary submissions, regulatory comments, and position papers represents CENRRC’s direct contribution to ongoing policy debates. All documents are peer-reviewed internally, evidence-grounded, and written in accessible language for non-specialist audiences. We also respond to formal government consultations and contribute amicus-style submissions to relevant regulatory proceedings.
A multidisciplinary research centre advancing knowledge, innovation, and policy solutions in energy systems, natural resource governance, and climate resilience.
